Why do all ghosts have to be scary? Why can't they be of something neutral like Mimikyu, or outright benevolent like the Golett line? Ghosts are spirits and I'd figure not all spirit intend to haunt others. And besides Sandygast fulfills it's horror aspect with its lore on how it obtains its prey.
