You're right, but actually the domestic cat is one of the "fast animals" with the worst top speeds. It's just slightly faster than a bear or an elephant.

The reason cats are "speedy" is because unlike many other animals they can get to that speed immediately with a single jump.

Didn't we already do this when they revealed Incineroar's stats? Damn near all of Alola's pokemon are slow.

Speed is a very weird stat anyways
I mean, in some cases a pokemon's speed is determined by it being a fast runner
while in other cases, like Weavile, it makes more sense that it's because of reflexes or jumping

That being said, i think incineroar has his speed based on running, while Emboar has it on reflexes

Or something along that line, anyways
