Why the fuck does Hail not boost Ice attacks? Fire and Water get buffed damage in their stupid weather

It has the problem of being a slowish mixed attacker with alright bulk stats but no move variety and is a shitty defensive type.
110 special attack isn't great when all it can do is use ice attacks, Water Pulse, and Signal Beam, and the only decent thing it's 95 attack is for is Ice Shard.
