There is a slight trend towards defense and stall, though for justifiable reasons.
It is easy to see when an offensive threat is overpowered. If something is killing half of a team with no setup, odds are good it needs to be kicked upstairs. If, on the other hand, something can stall out three pokemon, it is a bit harder to suggest the defensive Pokemon is at fault, since it could just be that the other guy didn't have the right kind of offense.
OP offense is blatant, OP defense is subtle.
