Fuck Lances Dragonites in gold/silver.
They knew you would be lower level than in R/B/Y and had to adjust his levels accordingly, except they didn't do shit for adding new dragon types and he's the fucking elite 4 dragon tamer so he HAD to have dragonites, so they just straight up broke the rules and gave him impossible shit.

A low level Dragonite is still a Dragonite, while you quite possibly still have mons that haven't even reached their final evolution yet thanks to reaching the end game at a lower level than previous games.
