But why make TWO different exclusive z-moves that are completely worthless, out of a pool of like 10? Not to say that the other exclusive z-moves are much better, but at least those Pokemon both 1. don't have a specific exclusive item that's the only reason to use that Pokemon in the first place and 2. either are fully evolved or have a z-move that does something other than take advantage of mediocre unevolved stats

Also, clearly exclusive Z-moves must be pretty intensive to make considering there's only like 10 of them. Why waste two on the same Pokemon who already has something to hold? The answer is marketing, since it's absoutely obvious these moves'll be featured in the anime, but still.

At least Mega Evolutions sometimes went to underappreciated pokemon like Banette and Ampharos. Here it's just starters, Pikachu, Surfing Raichu, Eevee, Snorlax, and legendaries.
