It means they're ideas, concepts of things they MIGHT include in a game at it's planning stage. Not every single thing they make art for make it into the game. Hell, there's probably Pokemon we haven't seen that were intended for the games that didn't make the cut.

Pretty sure I saw some of the trucks parked in one of the cities, though I wish that mobile Pokecenter made it in in some form.
However, it's pretty obvious once you reach Poni that the game was rushed and cut up.

it's autistic as fuck but the truck spam kind of triggered me, they could have at least added another model or two, even recycled the lumiose taxi from gen 6

it also kind of pleased my autism how they even bothered to put proper license plates on cars in gen 6 and then in 7 they just gave us a shitty euro-style blank with a rainbow on it
