He's not even weak. He finished his island challenge and beat the elite four. That's a lot more than Guzma accomplished, and everyone is always circlejerking over him.

Since Kahunas specialize in one type, and his goal is to inherit his grandfather's position, have him build a monotype team based on his starter.

Throughout the game he tells you what he's been doing to compensate for his team's weaknesses, and instead of healing items gives you copies of the coverage TMs and Type resistance berries he's using.

Also if you're not also using a monotype team, he gently bullies you for being too weak to handle one.

This is Guzma throughout the entire maingame. Team Skull is fucking awesome. Skull Grunt A and Skull Grunt B are some of my favorite characters in the franchise. Plumeria is good too.
But Guzma, no. For the maingame, he's just a shitty version of Archer who tries to act like Skull Grunt. His motives make no sense. You get his backstory in postagame, which is basically he was beaten up and he ran away. That adds almost nothing. Compare that to Archer, who was devoted to Giovanni so much that he refused to believe that Team Rocket was over, kept a small group of it together for 3 years, and then slowly tried to build up again. And Archer is one of the shittiest characters in Pokemon. Guzma is below even that.

If you don't get his backstory post-game, then he's just a bad dude stealing Pokemon and selling them for profit, which is exactly what Giovanni does and everyone praises him for that.

When you DO get his backstory, you realize that he was motivated by his need to be recognized as strong by adults and by Lusamine being hot. That's more of an explanation for WHY someone started their evil team than in any other game.

You could argue that Guzma's character building was rushed, but you can't say it's not there.
