Either that it Sinnoh, based on the routes being a lot more rugged than the roads of Unova or Alola. Johto is in a similar boat when it comes to dangerous routes

A literal desert wasteland where criminal gangs commit violent crime and theft with impunity and common citizens can't easily acquire pokemon with which to defend themselves. Not to mention the harsh terrain devoid of water, the volcanic activity and general lack of resources.
