if the base speed is shit it doesn't matter if it's 5 or 20, your opponent is going to be faster regardless
it just means there's more base stat and ev to hp, def and sp def so your competitive pyukumyuku/toxapex/whatever can endure the shit that gets thrown to it by faster mons

Most of the fast ones are Alola forms of things that were already fast, or legendaries, or Ultra Beasts.
Ribombee, Salazzle, Lycanroc Day, and Minior (shields down) are the only new standard Pokemon over 100 base speed.
