They don't, unless you mean the belt.
Anyway, Throh and Sawk are not born with clothes according to their dex entries, yes I am aware they hatch fulled clothed from their eggs but that's a game-y thing. Similar to how Machoke shows up with a belt right after you evolve Machop.
