It is officially called the "Black Clover". It's basically a rotation system for the main games to prevent you from using transfer-only moves in the new metagame.

The main benefit of this system is that it means people don't need to transfer something from some completely legit Gen 3 event or Gale of Darkness or something in order to be completely competitive in the current metagame. Basically, it's a way to mitigate the advantage turbo-autists who reset entire games for specific Pokémon/moves might have.

The main shortcoming, of course, is that Pokémon need to be rebred in new generations regardless of whether or not they actually change significantly.

If Ice Beam wasn't a TM in Alola, the Alolan format would see a lot less Ice Beam coverage on water-types, for example. That would give Ice-types a little more of a niche. Pairing that sort of use of those generation-markers with smarter TM implementation to rebalance the move distribution each generation would be one way to keep things balanced.

Only in theory, though. They don't have to balance everything new around years and years of learnsets, they can just adjust what's available and competitively legal this generation. But they don't use it well enough yet.

Power creep is a poor way to describe what it's opposing, because it actually lets new Pokemon keep up with old ones.

Hang on, I'm a bit confused how it works.
if I breed 2 Blue Pentagon Pikachu in Alola will they have the clover? Or the Pentagon?
I always thought the symbol represented what generation they were created in, so breeding 2 Pentagon Pikachu in SM would hatch a Pikachu with a clover.
If it doesn't, and the hatched Pikachu has a Pentagon, does that mean the Pikachu I breed in gen 7 is not usable in gen 7 tournaments?

I almost thought this meant I couldn't use my annoying as fuck skarmory in PGL competitions, but I found out I could have recreated my BW Skarmory (currently locked in gen 6) that I had to breed in HG from BW2 onward. Also, destiny knot wasn't a thing in Gen 4, so it won't take nearly as long as it did the first time to get good IVs on it
