It's the level up moves et for the entree species. It would be ridiculous if every pokémon in the species would start lering at 65 just because that's the level you encounter it in this game

Go read the files on it at the aether foundation. While it's not a grass type, it has a biology similar to a plant and absorbs nutrients from the ground by "planting" itself.

It's ideally a steel/flying/grass type, but Pokemon can only have two types so one had to go.

Fail safe in case you could get a Celesteela at a lower level in a future game and wanted it to learn moves as it leveled up. Look at Ponyta's learnset in Gen I and how idiotically stupid it would be if it was never accounted for.
