It doesn't even make sense, adding water to ice that is any temperature warmer than the ice would melt it, so if anything, Water should be super effective to Ice. Although I wouldn't like it.

Their concept of ice seems to be that's it's brittle as fuck which kind of makes sense outside of game balance at least. I could see a case for it being resistant to normal or poison
