Don't they all have methods of boosting speed? I always figured the Dex lore takes moves into account, even if the Pokemon doesn't know them at the time.

I get the meme, but Vikavolt isn't even bad. After it evolved it fucking carried me through the rest of the game partnered with a Slowbro. That being said, FUCK Gamefreak making it evolve literally minutes before the Elite Four. Despite how much I love it, I would never again waste the time carrying it around in-game to evolve another. If you want to use it, and it is worth it, just have someone trade you a leveled up Charjabug lategame.

They could always just lower their levels instead if they thought it was too much (I feel like they did this for Kommo-o, because its kind of a push over at its level).

Plus they already had Totem Vikavolt take it easy on you by having no special attacks

Speed stat in pokemon is just reaction speed + mobility since pokemon have to react to your commands to move. You can be really fast but also be slow to react and move on a dime.

Maybe vikavolt is fast but takes a while to build up that speed and only moves in a straight line? That wouldn't help him react or move any faster in a real fight, so he has low base speed.
