I rely on Toxic or just strong Fighting moves. Taunt isn't necessarily the best since Porygon2 still does have a base 105 Special Attack to deal with or Foul Play. They tend to carry Thunderwave so Electric Pokemon under Electric Terrain would be effective too since Twave can't cripple them, Misty Terrain/Safeguard works too. Or basically anything that doesn't mind taking Porygon2's moves while setting up in its face like Reuniclus and Clefable.

Both will end plastic duck's life.

Seriously, just use either Knock Off or any halfway decent fighting type. Taunt and Toxic users help too. Also, it can't do shit to special walls. Reuniclus sets up in its face wit Clam Minds and crushes with boosted Psyshocks or Focus Blasts. Latias with clam Mind is pretty godo at that too, just hope it doesn't crit with Ice Beam if it knows it.

Best set is Recover, Ice Beam, Thunderbolt, and Thunder Wave. If you want to be a weenie you can switch out bolt-beam for Tri Attack and Shadow Ball and hope you can get lucky with Tri-Attack. Some people also prefer Toxic over thunder wave, but I've had way more success with Thunder Wave and the bolt-beam combination.
