I have literally never seen Tapu Fini before and I based it off of Koko since I assumed they're all the same.

For the Unova region when they were still sticking to the "ONLY NEW POKEMON IN THIS REGION" thing for BW. I guess they needed to give the player something besides Frillish to encounter while surfing, but still, what a dumb Pokemon.

I don't see how them having an evolution makes them any more valid, honestly. Bruxish actually comes off as a unique Pokemon because of its abilities, either being able to block priority, or taking full advantage of its signature move and other biting moves. It's Basculin that has pretty much nothing interesting going on for it in any regard, aside from the arbitrary version differences.
