Nope. It was a gen 2 pokemon. But it was a version exclusive, could only be found on one single route, had a very low encounter rate, and no trainer in the game used one.

Compare that to gen 3 where it could be found in both versions, was somewhat common on the route it was found on (a route that encouraged you too walk through the grass, at that) and was used by both a gym leader and the champion.
