Kelpsy Berries, Qualot Berries, Grepa Berries, and Tamato Berries all boost happiness quite a bit and decrease EVs by 10. There's two more I think.

if you're willing to wait a while, dunk it in the hot springs at Poke Pelago, wait until Mohn says it's relaxed, then take it out and do the TM/Berry/Massage/Soothe bell thing.
