Yes, it does. If you are a defensive or sp. defensive wall, you want your major weaknesses to be on your weak defense. You're using the wall to block out certain Pokemon, after all.

Levitate is a great ability for a Rapid Spinner. Abilities that are only useful in Hail are not good, as it is (still) the worst weather.

If its SpAtk and SpDef were swapped it'd be pretty good. I think it's behind Lapras and Dhelmise as highest BST for a non-legendary single-stage without requiring a form change.
