The other exceptions are Porygon 2 and Z, which are both UU, and Dusclops and Dusknoir, which are both PU

Even among pokemon without crossgen evolutions, the only one not either below its evolution or sharing a spot with it in PU is Vigoroth, who's BL4 while Slaking is PU
