You can give Pheromosa a Scarf and EV it so that its Attack is higher than its Speed.

This way, Beast Boost increases Attack instead of Speed, while the Scarf still makes Pheromosa faster than it normally is.

Scarf lets you outpseed literally every thing. If you're running +Attack you get the attack from Beast Boost and if you run +Speed you can outspeed things like Sand Rush Excadrill or Slush Rush Sandslash.

They actually almost did back in Gen 6 with priority, having multiple priority brackets, stronger mid damage level priority attacks and priority status was what cucked the hell out of fast, strong and bulky sweepers.

I don't think you can change much else short of just straight up redoing the battle mechanics/gameplay system so simply outspeeding something isn't so gamebreaking anymore.

Some fucking hack of a designer decided not to nerf priority but completely destroy it and render it unviable. Psychic Terrain is fucking overpowered simply removing the priority would've been fine, outright negating EVERY move and giving double STAB to Psychic is stupid. Dark types being utterly immune to Prankster specifically is silly. Making Gale Wings a useless ability by requiring full HP instead of just giving it a Weak Knees effect was unnecessary.

You know what would check all those 100+ speed stuff which are also way too fat for how strong and fast they were and are rampaging around? That's right it was priority the ability to give one last fuck you to a sweeper with a paralysis or burn or the ability to pick off something which got super lucky surviving at 2% because of a shitty damage roll.

What if Game Freak redid stats for all of the competitive-viable pokemon to solve both power and speed creep in one fell swoop?
Stat calculation is done in-engine, so transferring pokemon to the new games would make them automatically rebalanced.

Not to mention, if you brought "top" and "bottom" values for each stat closer together you might actually get EV spreads that are more creative than "EVERYTHING IN ATTACK AND SPEED"

I went for Naive, Timid, Naughty and Adamant.

Timid z focus blast is my favorite, hasty would be ideal as Pheromosa can actually survive a vacuum wave from some users, yet timid u turn is still good for me due to some match ups vs scarf imposter Ditto. Naughty is a close second for pseudo moxie.
