I get why Togepi is considered a baby Pokemon, since it was used to introduce the concept, but I really don't see why Riolu is classified as a baby Pokemon instead of just a standard first-stage.

I know, but Zorua and Rockruff look just as "baby"-like as Riolu does, but they aren't considered baby Pokemon, and can breed.

Yet for some arbitrary reason, Riolu has to evolve before it's allowed to breed.
