I think it's only after you're Champion, but once per day you can go to the restaurants and the Kahuna will pay for your meal and give you all the heart scales. You might have to choose the bottom meal option, and I'm not sure if Hala does it.

He is rather popular but understandably so. It's the first sarcastic/apathetic character archetype we've gotten in the whole series, so that makes him stand out a lot after 6 generations of happy go lucky characters and Saturday-morning bad guys. Seeing somebody who's not all "YOU CAN DO IT I BELIEVE IN YOU" is rather refreshing, and he's likeable enough overall.

Honestly, part of it is that his role is fairly small. It doesn't feel like the game is shoving him in your face as this ultimate badass or crucial character or anything, he's just around now and again. The little things he does make sense and all have his unique style. He refuses to join the E4, when he dines with you his reasoning for giving you the heart scales is "I don't need this nonsense." He's apathetic, and yet he does look out for people when he's needed. He acts like he doesn't want to deal with people, yet he does show up to your congratulatory party.
He's a surprisingly cohesive, well rounded character for how little screen time he gets. The post-game gives you some more insight into why he is how he is.
But more importantly, he's just entertaining. I enjoyed every scene he showed up for.
