That doesn't make them the primary demographic, though. The primary demographic is the demographic you're tailoring the game towards the most, and that has always been children. A series with the staying power of Pokemon doesn't really need to try to bring back old players. A few nods to old favorites is really all it takes.

The game's goal is to net as many new players as possible, and they're certainly not trying to do this with mature audiences. It's always been about getting kids since the older, long-term fans tend to be along for the ride regardless.
