Barbaracle and Turtonator are completely covered in shell-like armor or have a big-ass shell covering its body to begin with. Everything that gets Shell Smash is enshrouded in huge, bulky armor. The only exceptions to this are Gorebyss and Huntail who are only able to get it from their pre-evolution (where it makes sense).

Samurott is not completely covered in tough armor, its armor looks more like decoration than anything else. It will never get it.

i don't know why i dislked them so much before, maybe it was because everything looked emo as fuck in back and white, and now they look like actually really colorful pokemon
