It wasn't just to him, they did it other mons in gen4

Porygon-Z & Porygon 2 both look cool and are both useful in different roles.

Rhydon is just an aesthetically superior but competitively inferior Rhyperior

Off the top of my head the only gen 4 evolutions that weren't abominations were Weavile and the Eevees

Rhyperior, Electivire, and Magmortar are the worst things to come out of any gen.
