Because it just doesn't Excell at anything. It's base stats scream utility tank, but it has barely any utility moves. It has a wide offensive movepool but it's offensives are just average, with no reliable way to boost them. It's also Dark/Dragon, which is an weird typing in general.

Buzzwole and Pheromosa need natural abilities that reflect their true nature. Pheromosa needs something like an auto charm that ignores gender and Buzzwole needs to heal a bit after all contact attacks.
