Been using him.
With the current meta the guy is actually quiet good. I run a full offensive one and checks taku koko, the black cable shit with white hair very nicely. I wish they boost his special attack cause a mixed set for him would make him pretty neat especially with drizzle combination.

Give it Iron Fist and Mach/Bullet Punch.

Volt Tackle would be another nice addition (but it alone wouldn't make it viable).

It's kinda ok and underrated in VGC right now.
It's pretty fast for the meta it's in and hits hard with Electric and Ground coverage which is very damn good here (on top of being his exclusive niche).
Has discharge with ok SpA in case you find Marowak. In case you don't care, post bank you have access to Ice Punch instead that KO's Garchomp and Salamence.

Can safely switch in into an obvious electric attack.

A good partner for him is Ninetales with aurora veil so the guy can tank a hit even from shit like Nihilego and KO back.

A good item is the ground z-crystal so your EQ becomes single target and KOs anything weak to it.

I ran it for a little while and had fun with it in 1650~1700 in rated battle spot. But yeah, even if I talked very good about him here, it's nothing special at the end of the day.

He's already fucking viable. Just slap a choice scarf on him, he has great coverage and good attack.

He even has decent SPA for volt switch. What more could you want?

He is acceptable in this meta to be honest. Earthquake lets it nail Marowak on the switch, a huge threat for Electrics and the Electric immunity given by Motor Drive with Earthquake allows it to deal with one half of VoltTurn and ETerrain Teams. Immunity + Volt Switch means that it can easily maintain Mementum. However, it's damage output is still underwhelming if it doesn't hit something SE and even then, it still doesn't hurt that hard.

I have Electivire in my main team in Platinum and he needs very little improvement.
