Eh, Samurott is more of a samurai warlord/general than a typical samurai. The chest plate and facial hair gives it away.

Kartana just makes the it's samurai inspiration more obvious by having literal katana arms. But Samurott is still based on the high class japan warriors/Daimyos.

Samurott does have a good design on its own merit. I don't know if it's a good or bad thing that the only reason its hated is because it's different from Dewott.

Making it Bipedal would fix most of the problems about it. Maybe move its shell swords to its back or waist from its shoulders would let them exist at full size.

Allot of Pokémon change drastically when they fully evolve so I find that reasoning ridiculous. And for Samurott's case, at least it's prevos had a samurai concept going on. I guess its just the saltiness of unmet expectations.
