use HA Regenerator if possible.
Merciless is gimmicky at best, so is putting Baneful Bunker on one of its moveslots.
But it doesn't hurt to be experimental. Whichever will work best for you in the long run.

Defensive pokemon are good in doubles IF they get Follow Me/Spotlight/Rage Powder.
This is obviously not the case for Toxapex, I just wanted to point that out.
Toxapex still has some decent support options for doubles, it won't be as good as in sigles but it's usable.
