Or just create a Pokemon with an ability that forces the opposing Pokemon to only be able to use attacking moves and make sure it doesn't shit on balance and offense so Smogon can't ban it. If Game Freak did something like this then Stall would start to die out/become way less effective.

Unfortunately no. While I do think it's too powerful now, we need an actual in game change. It needs to do neutral damage. Or stealth rock gets scrapped and there is an auto switch damage penalty.

Make it take three turns for three layers of Stealth Rock to be stacked and nerf the damage a bit.

Just make it so rock types absorb stealth rocks and recover whatever percentage of HP they would've lost instead.

Ex: Minior recovers 25% HP when switching into rocks, Bastiodon recovers 12.5%.

solution(s) to pebbles:
>they expire after several switch-ins
>they are absorbed by rock types
>they do not deal extra damage based on type weaknesses but they still deal less damage based on type resistances
>all hazard setting moves get -6 priority
>are removed with whirlwind
>deal less damage upon every instance of damage dealt on-switch
