So who is the young man from Kalos who helped invent the Rotom Dex?

Probably Clemont, by process of elimination. Oak wouldn't call another professor some "young fellow." And referencing any adult as a young fellow would be very out of place unless it was a running shtick specific to that character.
The other option is the X/Y protag, but it makes more sense that an electric tinkerer like Clemont got it done.
