Tapu Bulu's existence already neuters the fuck out of Earthquake. A lot of common bulky builds like Porygon2 and Garchomp eat the latter.
But the point is that the amount of options people get in doubles makes it a lot harder to pull off a single setup sweeper. A +6 attack stat means jack shit if they can still find ways to move before you, flinch you, tack burns on, or just outright stop the setup from taking place. You can catch a retard off guard, but you can do that with most any other team.
