It's not really meant to be solidly anything. Kinda like how Rhydon and Kangaskhan have traits of both mammals and dinosaurs. "Monster" really is the best category, because anything you try to equate it to in real life will have something else that contradicts it.

I do have to say, that is something I missed from Gen 1. Not that they don't ever do it anymore or anything, but it felt more common. It's hard to capture with words, but it felt like they just sort of.. let something be what it was, in a few good instances.
