They're Pokemon from other dimension (Ultra Space).

Because they're from another dimension, Poke Balls have difficulty recognizing them as Pokemon, hence why Beast Balls were created specifically for them.

One of the journals in the Secret Aether Labs says Cosmog is an Ultra Beast.
Since Cosmog is an Ultra Beast that means its entire evolutionary line is Ultra Beasts - Lunala, Solgaleo, and Cosmoem.
When Lusamine and Guzma went through the wormhole and Gladion suggested finding Lunala/Solgaleo to go back to Ultra Space with the flute I remember thinking his plan was fucking stupid because only Ultra Beasts can open Ultra Wormholes. But then I remembered that journal I read in the Secret Labs and it all made sense. Also, since Solgaleo and Lunala are the cover legendaries you can safely assume they are "Pokemon" as well (which they are). So they are both Pokemon AND Ultra Beasts simultaneously. You can assume all the UBs are also Ultra Beast and Pokemon because of all of this, and it's proven with their Species name being" <whatever> Pokemon". And they are recorded in the National Dex in numerical order - and not have some special numbers in the Dex like UB01, UB02 etc. Also they can be caught in balls so yeah they are definitely Pokemon.
