Quick attack is for a guaranteed ko on Garchomp if ice fang doesn't KO. Having a priority move on a slow mon is useful for certain situations, this mon doesn't have the most diverse move pool either.

Emolga is a better niche electric type when paired with Alola Marowak

nuzzle, air slash (not released yet)/thunderbolt, Baton Pass and Encore are great to shut down Koko and Xurkitre. Or counter their counters after getting them stuck on EQ.

From what I've seen its been doing pretty well in battle, getting a volt-switch into gyrados pretty much assures the opponent will switch after 2 intimidates, you can then DD and sweep.

I love Luxray's design a lot... a lot a lot (really really like the shiny male)
But... it just isn't good enough, and there are other (better) mono-electrics that do their job better.
With a bit of tweaking to its BST + maybe the addition of a move tutor move or two, it could be really good... but as is... Sorry, but no.

Because everyone went in prepared for Amoongus because of Amoongus bullshit duing 2011 and 2012, and Pachirisu just happened to have just the right amount of stuff with the Kalos Dex being just there right about of mons that led to victory. Plus it was more of the fact that Megados won VGC but of course no one will ever say that cause Gyarados was OU prior to Gen 6.

In a meta with all 721, there are way more pokemon that could do what Pachirisu did in 2013 and do it a hellva lot better.
