A-Exeggutor is a good special attacker (as in good SpA, good moves) but can also pull off physical (Dragon and Wood Hammers, maybe Earthquake) or both at the same time if you'd like (probably in game).

Accuracy debuffs are legal everywhere I can think of. Smogon bans EVASION buffs, which is a separate hidden stat. The main reason is that you can still just switch out a 'mon with -6 Accuracy and reset the lowered stat, but if an opponent has +6 Evasion you're SOL.

Smogon just forgets that there are ton of valid moves that can't miss or deal high damage to Minimized Pokémon. Some of those moves are even good in their own right, like STAB Body Slam on Snorlax. There's also Aura Sphere, Clear Smog, Defog, Whirlwind, Roar for strong counters to evasion.

There's also all the Swift clones, Blizzard, Thunder, and Hurricane in their weathers, Toxic on Poison-types, as well as all the moves that have perfect accuracy against Minimize, like Phantom Force, Flying Press, and Dragon Rush.

Really, Smogon just dislikes the idea of it being possible for the enemy team to have something that you can't possibly have an answer for if you did poor planning.

Techno Blast got buffed to 120BP, so it's not completely awful in comparison to just using regular TMs.
