Get them at level 1
Go to Poni and level them while holding a soothe bell
By level 25 (which means about 5 seconds of training) their happiness will be maxed and they will evolve

I don't know why the threads are so full of borderline retarded and plain false advice every time happiness evolution is mentioned, even though the fastest way to increase it has been the same since the concept was introduced
