In competitive play on Showdown, right? Most people will probably use the recommended set from Smogon, sometimes they might change the evs and/or the nature or even give it a scarf so try to keep other sets in mind and jot things down with notepad to try to help yourself memorize it.

It depends.
There's shit like Marowak where you have to pretty much guess if they invested enough speed to outspeed walls or not. There's very little way you can tell (other than seeing a telling damage roll showing its bulk, or lack of it).
A lot of the rest of the time, speed is pretty predictable. A lot of things are running Max Speed, no speed, or some very minimal speed (like 44 or something) to hit a specific benchmark, with great predictability. Knowing what those things are is just something you need to know to play the meta.
