My Cubone is level 40 now and refuses to evolve during daytime. Nighttime works just fine.
That kind of sucks, because I intended to pick up a Ground type for my team.

Nope, wont work for evolving them to their final form.
The rule it seems to follow is that if it has its entire evolutionary line as an A-form then you can get kanto forms, if only one of the line is A-form then it will only ever evolve into that.
Until they decide to allow it during an update.
