It's mostly due to its ability Disguise. The other things you listed are annoying for sure, but since Disguise basically takes away your first attacking move against it, it allows it free reign to do what it likes like summoning Haunters.

Gamefreak's idea of "difficulty" in gen 7 was making the new Pokemon slow as fuck to pretty much guarantee you will ALWAYS attack last. And since there's the garbage SOS feature you even get hit twice before you can make a single move.
