Team Skull's mannerisms reflect an extremely Japanese version of 'delinquents', but it seems pretty clear that most of the Alolan character designs are taken from American pop culture. 'Tribal tattoos' are so insanely main stream here. Popular in our depictions of southern islanders (i.e. Hawaiians), and with teens/young adults who want 'acceptable' tattoos.

Considering Guzma follows the traditional bancho stereotype, but with his design influenced by American punk culture, I'd guess they're actually tattoos.

I'd also guess Plumeria's hair is probably dyed, considering that + heavy make up is the traditional female version of the same stereotype.

Oh yeah, absolutely. If you're a massive weeb (like me) you see a lot of Japanese influence in the way the Skulls are done, but the designs themselves aren't as traditional. The baggy clothing, chain necklaces, skull caps, and tanktops are all pretty popular in American 'punk' or 'thug' characters. In Japan the delinquents usually wear modified school uniforms, because they're usually high school students rebelling against the system. Squatting in parking lots and impotently harassing people are also pretty common Japanese stereotypes for them. In pop culture they're are usually more comedic than villainous.

The bancho is always marked with a distinct sense of 'gang honor' or a sort of 'manly code' of sorts they stick to. They're bad or mean or a punk, but never actually evil. They look out for their gang like family, fellow outcasts. They ultimately end up fighting the true bad guys, even though they also fight the system. It's a very anti-hero trope. Which also explains why Guzma isn't ultimately the big bad and why he wouldn't submit to the Nihilego.

And yeah, wild hair colors are perfectly canon in Pokemon. I just put it out there because the female version of that stereotype is usually a young girl with a rolled up/cut off uniform, heavy make up, and dyed hair. Usually they're very 'motherly' to their underlings (or like a big sister) and very protective of them, but also verbally abusive to them too.

Because his hair is two-toned, I like to think Guzma either bleaches the topside of his hair and his natural hair color we see peeking through the undercut is black, or he dyes his undercut black.

The eyebrows though, that's just a weird artist thing. If we go by that, then Green has been dying his hair forever as well as many other examples I could find. It's just an art thing that isn't really indicative of anything other than the artist didn't think thicker eyebrows looked right or they just don't like drawing them bigger than a black line in the first place.

though since you did bring up eyebrows in the first place, I will also point out that the official art for Pokemon has been using less single black line eyebrows...on just women at least since gen 6 and for the most part most characters in Alola have theirs visible, but ORAS and characters like Plums, Green and Cynthia still have that and it's less of an indicator of anything so much as we thought they didn't look right with more noticeable eyebrows I think.

I agree that some fics go far enough that he just reads as some random thug and not himself, though. But I think it's easy to do that when you take the smut to seriously. That's generally how the cycle goes. Especially when it's hinted that he finally snapped and beat his dad back, it suggest he's got poor control over his aggressive tendencies and/or uses violence to cope (bent golf clubs, destroyed furniture in the mansion, etc). I'm not going to actively step on people who have "jerk with a secret heart of gold" headcanons or whatever, but I just don't think that's the case. Sure, there are times he isn't full asshole (like acknowledging that the PC is formidable on defeat, trying to warn the PC away when you enter Ultra Space, giving the PC the dawn stone in post-game etc). But he's just kind of a rough and not nice person.

I think, judging by how the post game was handled, he's "redeemable" though and will get better.

The guy who supposedly is meant to dislike you acts all angry but then gives you his childhood good luck charm when you beat him at the end, and he still clearly cares about Hala too. The trope seems clear to me, though maybe the heart isn't as "gold" as some people portray it.

I think the big mental block I have also has to do with the fact that this is Pokemon, and Guzma never comes off as all that scary, especially with his little moments when you beat him. "Bully" also isn't a very strong term.
