Psychic fangs and power trip aren't exclusive. They can be bred on to other Pokemon. Throat chop can too.

Right now Smeargle is the only way to breed Psychic Fangs onto Lillipup.

I can see Swoobat (a Psychic bat) getting it to make it easier to breed onto Lillipup.

Anchor Shot is probably the most absurdly specific of these. I mean, I guess a humanoid sailor or sea monster that eats ships could get it?

I know they aren't attacks, but Vespiquen should get queenly majesty and Snorlax should get comatose.

Trop Kick: Tropius, Hitmonlee and Shiftry
Strength Sap: Kabutops
Floral Healing: Bellossom, Roserade and Sunflora

Fire Lash, Zing Zap and Ice Hammer better become tutor moves in later games. There are a number of physical mons that could really use those moves, especially quadrupedal ones who can't use the elemental punches in the case of Fire Lash and Zing Zap. Hopefully Liquidation will become a tutor move too.

Ice Hammer is a "punch" move (it's boosted by Iron Fist, and its description describes it as the Pokemon using its fist), so there's little chance of quadrupeds getting it.

If Accelrock stays exclusive to Lucario clone 3.0 (Sun) then I am going to scream. A rock type Ice Shard is far too useful to be wasted on that mutt.

shore up and floral healing could benefit on other pokemon as well.

Clanging Scales would be cool too. Every flower based pokemon should be able to learn Pollen Puff.

I think Multi-Attack will stay exclusive since Game Freak has generally kept Legendary Signature Moves exclusive.

Even Sarced Fire was only shared with another Legendary.

Also the move is tied to Silvally's ability.
