Yeah, it's on the same level as TCGs in that regard. In most video games the average gamer can tune in and understand what the objective is and what each player is doing at any given point in time. In Pokémon you come in and there's words like "Terrain" and "Hydro Vortex" appearing on the screen and "+2 Priority" and "Choiced into Hidden Power" being described by the commentators and I promise you 90% of people who play eSports won't know what any of those mean, and the official resources to learn everything are very poor.

The solution is an unpopular one though. There's 2 reasons why people inject, Dittos and legendaries.

Dittos are easily farmable if you invest some time, and breeding is dead easy this gen. You can get a 5/6 IV pokemon under an hour.

Legendaries on the other hand... Granted, they tried to do something with Hyper Training there, but I guess the only definite solution is to ban legendaries from VGC. Something no one really wants.

The average game lasts 5~8 turns and at best you switch 5 or so times. You do more damage by predicting the switch instead of wasting a turn and moveslot (keep in mind basically everyone needs to run protect) for the pebbles.

There is tons of other reasons for that. Having two Pokémon on the field makes KO ranges less important as you can double target something, and most Pokémon that can be KOs or 2HKOs probably have investment to avoid those, or a Sitrus Berry. Since you almost always need to use Protect there is a serious 4 move syndrome in play, which you really don't want to waste. Usually matches don't last more than 10 turns, and that's A LOT for a VGC match still, which means switches won't happen half as much as in doubles. Celesteela just happens to be a Pokémon that can really force a lot of switches for being so bulky.
