You can tweak the EVs though. Just use berries. You can hyper train the defense IVs as well.

In the end, the only thing you'll lose over protean ninja move wise (after tutors) is HP fire, and that was a niche pick anyway.

The trainer handbook for SM says the power is 20 and always hits three times. 60 BP multi hit priority move with 90 BP after STAB sounds good enough. If it would be 30 it would be fucking overkill.
