I'm also going to call bullshit on this.
Charizard and Aerodactyl are faster and have super effective moves against Ice types in addition to one of the Dragonites having fire blast. All of these have far greater speed than Jynx.

The only way I could see this even having a chance is if all 3 had fainted and even then there's the Gyarados.
