Makes sense to me. Freeze did actually change Shaymin back to hedgehog mode if he somehow managed to survive the attack. Why not hit other flyers and levitators.
Freeze is too rare of a status to make any difference though. We really need a move with a higher chance of freezing or a guaranteed freeze move coupled with a slight nerf to the status itself.

Of course, offense isn't really what needs to be fixed about ice types
