It only makes sense that they take the most well-established pokémon group they have and work with it for the first round of regional variants. Especially because they also have been around the longest, an Alolan forme of a Gen 6 pokémon is not nearly as impactful.

As for Kanto references, the games is full of references to every single region. I don't know why you choose to ignore all the Gen2-6 nods, focus only on the Gen 1 references and proceed to sperg out about genwunner pandering, which is extra stupid because it's the 20th anniversary of Gen 1, of course they're going to celebrate it, be grateful you got a new game and not a FRLG remake for 2016
