Regular ol' slow Vikavolt would be fine for NU, but late game speedy sweeper could be enough to get it bumped.

RU definetly, that SpAtk is to good for NU and it's basically just like Ampharos (Mega), only with Recovery and Agility. Least it will have fun with Araquanid and Golisopod.
